The Elder Scroll Online Next Plan Following Update 23

Memory management: change the mode of how to handle memory use in ESO to reduce memory fragmentation, as well as improve the stability especially on base consoles and potential minor performance improvement.

Behind-the-scenes combat ability I: rewrite some of the more consumptive combat abilities to lessen server load and allow smoother and more responsive combat with larger groups.
Looking for Group system: rewrite the system handles queues of people in both dungeons and battleground focused on reliability and speed, especially under load.

Update 25: Q1 2020
The first update of next year is named for Update 25, whose improvements include Patching, faster-loading art fixtures and characters, another one behind-the-scenes combat ability, frame rate and server optimization and stability.

Patching overhaul: those big changes to the way ESO is downloaded, patched and stored on local hard drives by refreshing ESO's patching and file manifest data to remove duplicate files and older data that is no longer needed, whose major improvements in load times, streaming of assets, and reliability of asset loads, especially on consoles.

Faster-loading art fixtures and characters: move to faster, newer, better compression libraries for art fixtures and character loading.

Behind-the-scenes combat ability II: the next round of Behind-the-scenes combat ability streamlining and optimization.

Frame rate I: general frame rate improvements.

Server optimization and stability: investigate on CPU and Bandwidth usage on the server, especially on the combat handler and messaging.

Update 26: Q2 2020
Account Database "Cold Storage": split the character database into "active" and "inactive" shards to remove the need to pool all the character records for all logins.

Frame rate II: identify more areas for frame rate improvements.

Additional bug fixes and other updates: the NPC and monster "pathing" system will be overhauled to result in fewer movement bugs.
